Miscellaneous Charges, Credits, and Taxes


AT&T Bill Statement Fee
The $2.99 Bill Statement Fee will be applied if you receive your AT&T long distance charges as a part of your local telephone company bill.

AT&T In-State Carrier Line Charge
A monthly charge will be applied to each of your AT&T long distance residential telephone number accounts where you have one or more lines presubscribed to AT&T as your primary long distance carrier.

AT&T In-State Connection Fee
A monthly service charge will be applied to each AT&T long distance residential Customer's account. This monthly charge is applied if a Customer has AT&T billable charges and credits on their bill. This fee helps AT&T recover the costs charged by your local telephone company to carry your AT&T in-state long distance calls over its lines.

AT&T International Mobile Termination Charge
This Charge is an additional per minute rate that is applied to certain direct dialed station international calls and calling card international calls originating in the 50 U.S. States and District of Columbia and terminating in international countries/areas to wireless communications devices including phones, pagers, Personal Computers and Personal Digital Assistants. In addition, many telecommunications companies outside the United States now impose additional fees to complete telephone calls to telephone number ranges associated with special services as designated by the foreign telephone administration. These special services may or may not be wireless. In order to recover these fees, AT&T adds a mobile termination charge to all calls completed to the associated number range in the affected countries. The Charge varies by country and may be adjusted from time-to-time.

AT&T Operator Dialed Surcharge- International Calls
Operator Assistance and person-to-person international calls are subject to an Operator Dialed Surcharge.

AT&T Service Restoral Fee
An AT&T Service Restoral Fee may be applied if your AT&T service has been suspended or restricted due to nonpayment and you request to have your AT&T service restored.

AT&T Universal Connectivity Charge
The AT&T Universal Connectivity Charge is a monthly percentage charge to customers designed to recover amounts AT&T will be expected to pay into a federal program called the Universal Service Fund (USF). The USF percentage is set each quarter by the Federal Communications Commission (FCC). The USF helps provide affordable telecommunications services for low-income customers and customers in rural areas. It also provides discounts on Internet access for eligible schools, libraries and rural health care providers. The Universal Connectivity Charge applied to customer bills is the percentage prescribed by the FCC for the USF (also known as the Contribution Factor).

Carrier Cost Recovery Fee
The Carrier Cost Recovery Fee helps recover costs associated with providing state-to-state and international long distance service, including expenses for national regulatory fees and programs and, connection and account servicing charges. This fee applies for each month in which you have any AT&T state-to-state and/or international charges on your bill. This fee is not a tax or charge required by the government.

Credit Allowances for Service Interruptions
This Service Guide describes the circumstances under which AT&T may provide credit allowances for Service interruptions, and the amount of the credit allowances.

Duplicate Bill Charges
Duplicate Bill Charges may apply when you request duplicate copies of your telephone bill. The availability of the bill(s), and ability of AT&T to retrieve the bill(s) that you may request is subject to AT&Ts retention policies. This service will be available where billing and technology exists.

In-State Tax-Related Surcharges
Tax-Related Surcharges are percentage charges applied to AT&T customer bills to recover 1) AT&T's payments of taxes and fees to certain state and local jurisdictions, and 2) AT&T's payments to local telephone companies, which have passed on certain taxes and fees to AT&T. (Under Section 1.e of the AT&T Consumer Services Agreement, there are also taxes and charges that AT&T assesses directly to customers in the amounts that federal, state, and local authorities require AT&T to bill you. These charges are defined by federal, state, and local authorities and are not addressed in this Service Guide.)

Late Payment Fee
If you make any late payments and AT&T bills you for services, AT&T will charge you a long distance and/or local late fee. If a local telephone company or other entity bills you for the Services on AT&T's behalf, that company's late payment charges and policies will apply.

Local Connectivity Charge
Where applicable, the Local Connectivity Charge is a monthly per line charge implemented to recover increased connectivity costs associated with providing local service.

Minimum Monthly Usage Charge
The $9.99 Minimum Monthly Usage Charge is applied when you subscribe to certain AT&T Direct Dialed Station state-to-state calling plans and your total monthly charges are less than the Minimum Monthly Usage Charge requirement.

Non-Subscriber 1010288 Operator Assistance Charges
Non-Subscriber 1010288 Operator Assistance Charges are applicable to state-to-state Operator Assistance calls billed to a domestic residential telephone account that is not presubscribed to AT&T as the Primary Long Distance Carrier.

Operator Transfer Service Fee
An Operator Transfer Service Fee applies to all completed state-to-state calls and to completed calls to interstate and international Directory Assistance when a caller dials "0", reaches a Local Telephone Company operator, requests and receives a transfer from the Local Telephone Company network to AT&T, and completes the call over the AT&T network.

Public Payphone Surcharge
State-to-state and international consumer calls placed from a public or semi-public payphone that are paid for by means other than depositing coins into the payphone are subject to a Public Payphone Surcharge.

Return Check Charge
If your check, bank draft or electronic funds transfer is returned for insufficient funds and AT&T bills you for the services, AT&T will charge you a return check charge. If a local telephone company or other entity bills you for the services on AT&T's behalf, that company's returned check charge and policy will apply.

State Universal Service Fund Charge
The State Universal Service Fund Charge is a monthly charge to Customers in specific states where universal service fund assessments are imposed on AT&T by those states.

Tax-Related Surcharges
Tax-Related Surcharges are percentage charges applied to AT&T customer bills to recover 1) AT&T's payments of taxes and fees to certain state and local jurisdictions, and 2) AT&T's payments to local telephone companies, which have passed on certain taxes and fees to AT&T.
