- 384 kbps Switched Digital Service Central Office
- An AT&T Central Office where 384 kbps Switched Digital Service is furnished.
- 56 kbps Switched Digital Service Central Office
- An AT&T Central Office where 56 kbps Switched Digital Service is furnished.
- 64 kbps Switched Digital Service Central Office
- An AT&T Central Office where 64 kbps Switched Digital Service is furnished.
- 800 Service
- Service that is called either AT&T 800 Service or AT&T Toll-Free Service.
A
- Access
- The communications services, channels, assemblies and systems outside of AT&T's interoffice network.
- Access Connection
- A private line service component which connects a local channel, other access or an AT&T Enhanced Service at an AT&T Central Office.
- Access Line
- A transmission path that connects a Customer premises to an AT&T Central Office.
- Access Line Grouping
- An access line or group of access lines with the same assigned Software Defined Network identifying number, Global Software Defined Network Service identifying number, or with the same assigned Hospitality Network Service identifying number. A group of access lines for a Software Defined Network Service may be either local exchange service access or special access lines, but must be all of one type. Global Software Defined Network Service uses either special access lines or local exchange service access. Special access lines must be between one Customer premises and one AT&T Central Office to be an Access Line Grouping.
- ACCUNET T3R Central Office
- An AT&T Central Office where AT&T Reserved T3 Service is offered.
- ANI
- ANI (Automatic Number Identification) refers to the delivery of the calling party’s billing number by a local exchange carrier to any interconnecting carrier for billing or routing purposes and to the subsequent delivery of such number to end users.
- AT&T
- "AT&T" is generally defined in Customer's Service Agreement. If not defined in Customer's Service Agreement, AT&T means the AT&T Affiliate that enters into the Service Agreement with Customer, or any permitted assignee or successor in interest of such AT&T Affiliate. For purposes of this definition, an AT&T Affiliate means AT&T Corp. or an entity that controls, is controlled by or is under common control with AT&T Corp. but excludes entities that are Incumbent Local Exchange Carriers in the US.
- AT&T Central Office
- The physical point of access for a service to the AT&T interoffice network.
- AT&T Hub Arrangement
- An AT&T Hub Arrangement is a hubbing site furnished by a local carrier or exchange company whereby the Customer purchases access to the hubbing site and can thereby connect to the AT&T network. AT&T, in turn, purchases either access to the hubbing site or the hubbing site itself from the local carrier or exchange company.
- AT&T Digital Link Local Service
- An AT&T Local Service whose usage billing may be eligible for discount under, and may contribute towards, the satisfaction of commitments for certain AT&T Volume and/or Term and Discount Plans (Plans) which expressly reference AT&T Digital Link Local Service or intrastate usage.
- AT&T Local Exchange Services
- AT&T Local Services offered pursuant to AT&T State Tariffs and/or wholly-owned subsidiaries of AT&T. AT&T Digital Link Local Service and any local services provided by Teleport Communications Group Inc. (TCG) or subsidiaries of TCG are not included in this definition.
- AT&T Long Distance Service
- The name under which the direct distance dialing capabilities of the LDMTS network (i.e., Dial Station calls) are marketed.
- AT&T Toll-Free Service
- Also known as AT&T 800 Service, includes Service Codes of 800, 888, 877 and all subsequent toll-free area codes.
- Atlantic Ocean Region
- All points served by INTELSAT satellites positioned in geostationary orbit over the Atlantic Ocean.
- Attenuation Distortion
- The difference between the amount of power lost at certain frequencies on a transmission path compared to the power lost at a frequency of 1004 Hz.
B
- B-Channel (Bearer Channel)
- A 64 kbps digital message path capable of transporting Customer information (e.g., voice, data, video).
- Bit
- The smallest unit of information in the binary system of notation.
- Bridged Channel
- A Voice Grade Local Channel Service component which provides a communications path between (1) an AT&T Central Office and a Local Exchange Company bridge or (2) a Customer's premises and a Local Exchange Company bridge.
C
- C-Band
- The 3.7 GHz to 4.2 GHz (downlink) and 5.925 GHz to 6.425 GHz (uplink) satellite bandwidth frequencies.
- C-Message Noise
- The frequency weighted noise within an idle voice channel. The frequency weighting, called C-message, is used to simulate the frequency characteristic of the 500-type telephone set and the hearing of the average subscriber.
- C-Message Weighted Measurement
- A method of measuring background noise on a voice channel.
- C-Notched Noise
- The C-message frequency weighted noise on a voice channel with a holding tone, which is removed at the measuring end through a notch (very narrow band) filter.
- Call
- A completed connection established between a calling station and one or more called stations.
- Called Station
- The station (e.g., telephone number) called or the terminating point of a call.
- Calling Card
- A credit/charge card accepted by AT&T for the billing of LDMTS calls. Calling Cards may be either Commercial Calling Cards or Consumer Calling Cards.
- This option enables a Customer to charge a call to an Calling Card (AT&T or a Local Exchange Company). Calls charged to a commercial credit/charge card must be made from a suitably equipped telephone or from international locations where available. *Charges for the LDMTS call will be reflected on the statement issued by the respective commercial credit/charge card institution.
- * Customers will be advised of the commercial credit/charge cards for which billing is available at the time the call is placed.
- Calling Party Number
- Refers to the subscriber line number or the directory number contained in the Calling Party Number parameters of the call set-up message associated with an interstate call.
- Calling Station
- The station from which a call is originated.
- Category I
- Connections to those voice grade private line services identified in the FCC's Rules and Regulations.
- Category II
- Connections not within the scope of Part 68 of the FCC's Rules and Regulations (e.g., connections to the following private line services: voice grade used for data transmission only, and program audio and television).
- Category III
- Connections to those voice grade private line services identified in the FCC's Rules and Regulations.
- Cellular Identification Type Indicator
- The indicator assigned to a direct connect trunk group over which only cellular traffic is passed from the LEC access tandem or the cellular carrier's MTSO.
- Central Office
- A Local Exchange Company location from which it furnishes telecommunications services.
- Centrex, Centon, Centraflex, eg.
- Centrex service is a LEC automatic switching system that provides Private Branch Exchange (PBX) service (via LEC Central Office equipment) with Direct Inward Dialing (DID) and Automatic Identified Outward Dialing (AIOD) features. Centon and Centraflex are examples of Centrex services.
- Centrex Line
- A Centrex Line is a LEC-provided line used to provide Centrex service, including, without limitation, a station or dialable extension or other similar portion of Centrex service.
- Channel
- An electrical transmission path for communications between two points.
- Channel Option
- A Private Line Service or Private Line Local Channel Service component added to change and/or augment its transmission characteristics.
- Channel Service Unit Functionality
- Equipment which performs the functions of: (1) properly terminating a Terrestrial 1.544Mbps Local Channel Service or a Digital Data Local Channel Service, (2) regeneration of signals and (3) recognition and correction of signal format errors.
- Charge Number
- Refers to the delivery of the calling party's billing number in a Signaling System 7 environment by a local exchange carrier to any interconnecting carrier for billing or routing purposes and to the subsequent delivery of such number to end users.
- Class of Service
- For the purposes of rate application, one of seven classes of service may apply to an LDMTS call. The classes of service are Dial Station, Customer Dialed Calling Card Station, Operator Dialed Calling Card Station, Operator Station, Person-to-Person, Real Time Rated and AT&T Direct. The term Operator means either a live AT&T Operator or the automated operator system.
- Collect Calls
- Billing Arrangement which allows a call to be billed to the called station, if the charges are accepted by the called party, station or number. Collect Calls are not acceptable at a public or semi-public coin station. In lieu of a Collect Call to a public or semi-public coin station, the charges may be billed to a Calling Card, or to a Third Number, or the call may be re-originated from the called station. Collect Calls are not permitted to stations located in Guam or the Commonwealth of the Northern Mariana Islands (CNMI).
- Combined Service
- A private line circuit would otherwise be considered intrastate but for the combination of interstate and intrastate traffic where the interstate portion equals 10% or more of the total traffic on the line. In this event, such combined services are referred to as "contaminated" and are priced at interstate levels.
- Common User Network
- An AT&T network which may be used by more than one Customer.
- Commonwealth of the Northern Mariana Islands (includes Saipan)
- CNMI
- Commercial Calling Card
- A Calling Card issued by AT&T or a Local Exchange Company that is billed to an account associated with a line for which the subscriber pays a rate that is described solely as a business or commercial rate or a Credit/Charge Card issued by a non-carrier to a Customer whom the issuer defines as a Commercial or Business account.
- Company
- AT&T Corp., any assignee or successor in interest with respect to the rights and obligations of AT&T concerning the Services.
- Component
- Components are service elements and include channel(s), central office connections, office connections, station connections, channel options, office functions, access coordination functions, miscellaneous functions and miscellaneous equipment items.
- Connecting Arrangement
- The equipment provided by AT&T for the direct electrical connection of Customer Equipment to AT&T 800 Service or AT&T WATS.
- Consumer Calling Card
- Any Calling Card that is not a Commercial Calling Card.
- Conversion
- A Customer request to (1) change to a different service area, (2) change of the AT&T 800 Service telephone number, or (3) separating or combining AT&T 800 Service hunting arrangements.
- Cooperative LEC
- A Local Exchange Company with which AT&T has made business arrangements for operational functions such as bill preparation, service provisioning and customer support. Services provided by a Cooperative LEC associated with the Customer’s subscription to a service provided by AT&T are considered intrastate services.
- Country Access Capability
- A term that denotes the overseas network control arrangement which allows a Customer to subscribe to AT&T 800 Service-Overseas from a given overseas country and specify the number of simultaneous calls which AT&T will attempt to complete from that country to a service group.
- Cross-Reference Billing
- An option wherein Customers of AT&T Corporate Calling Card Service may be billed through the use of a commercial credit card account.
- Customer
- The person or legal entity which orders Service (either directly or through an agent) and is responsible for payment of Service charges.
- Customer’s Premises
- A location where service is terminated including the premises of a Customer or User and/or any Customer-designated non-AT&T premises.
- Customer-Provided Communications System
- Dedicated private line channels and equipment (e.g., microwave or cable system) furnished by the Customer for communications between Customer’s Premises.
- Customer Dialed/Automated
- Customer dials the appropriate AT&T access code (e.g., 0, 10288+0, an AT&T designated number for completion of Customer Dialed Calling Card Calls) plus the telephone number desired and completes the call without the assistance of an AT&T Operator or the automated operator system (except in the case for calls made from a rotary phone) and the call is billed to a Calling Card.
- Customer Dialed Calling Card Station
- That service where the charges for the call are billed to a Company authorized Calling Card.
- Customer Dialed and Operator Assisted
- The Customer dials the appropriate AT&T access code (e.g., 0, 10288+0, an AT&T designated number for completion of Customer Dialed Calling Card Calls) plus the telephone number desired and is able to input the Calling Card number but uses Company operator assistance that is limited to recording the Calling Card number for billing purposes.
- Customer Dialed and Operator Must Assist
- The Customer dials the appropriate AT&T access code (e.g., 0, 10288+0, or an AT&T designated number for completion of Customer Dialed Calling Card Calls) plus the desired telephone number and 1) the local exchange Operator Services equipment capability precludes the Customer from completing the call without the assistance of a Company Operator and the call is billed to the Customer's Calling Card, or 2) the Customer’s Calling Card number, when input, is not the accepted length to be automatically validated and requires operator intervention.
- Each of the above types of Customer Dialed Calling Card Station calls (i.e., Customer Dialed/Automated, Customer Dialed and Operator Assisted, Customer Dialed and Operator Must Assist) is further classified based upon the type of calling card that is used for billing purposes, as follows:
- Customer Equipment
- Terminal equipment, a multiline terminating system or protective circuitry located at a non-AT&T premises.
AT&T Calling Card/891 Card
An AT&T Calling Card which contains a billing number issued to AT&T in the Card Issuer Identifier (Calling Card), "891" international format or "personal choice" format.
Local Exchange Company Calling Card
a calling card issued by a Local Exchange Company that is utilized for the billing of calls which use the AT&T Network.
Commercial Credit/Charge Card
a credit/charge card not issued by a communications carrier that is utilized for the billing of calls which use the AT&T Network.
D
- D-Channel
- A digital channel used to transport signaling, control and user information over the Integrated Services Digital Network.
- Daily Charge
- A Daily Charge applies for each day, or fraction thereof, that service is furnished. The charge starts on the service date and applies for each 24 hour period, or fraction thereof, that service is furnished. Daily charges will be billed after the service or component has been furnished.
- Decibel Reference Noise C-Message Weighted to 0 (dBrnCO)
- Noise measurements with C-Message weighting in decibels relative to a reference tone of 90 dB below 1 milliwatt.
- Design Loss
- The amount of power loss expected to occur when a 1004 Hz tone is transmitted from one end of a service to the other end.
- Dial Station
- That service where the person originating the call dials the telephone number desired, completes the call without the assistance of an AT&T Operator and the call is billed to the originating number. Dial Station includes the International Dial classification of service.
- Direct Electrical Connection
- A physical connection (i.e., not through a switch) of the electrical conductors in a communications path.
- DS1
- One level in a hierarchy of digital signal levels. Digital Signal Level 1 which is a 1.544 Mbps signal.
- DS1 Channel
- An ACCUNET T1.5 Service, a Terrestrial 1.544 Mbps Local Channel or other access which meets the appropriate signal and format constraints.
- Due Date
- The date that is specified by AT&T for completion of the installation, change or disconnect of a service or component.
E
- Encoded Analog Content
- An analog signal which has been coded and multiplexed within a digital signal.
- Envelope Delay Distortion
- Denotes a measure of the linearity of the phase versus frequency of a channel. It is the maximum variation over a band of frequencies of the envelope delay, which is the derivative of the phase with respect to frequency.
- Equivalent Analog Signal Power
- The power of the analog signal at the output of a zero level decoder obtained when a digital signal is the input to the decoder. A zero level decoder yields an analog level of 0 dBm at its output when the input is a digitally encoded milliwatt signal.
- Exchange
- A unit established by the Local Exchange Company for the administration of communications service in a specified area which usually embraces a city, town, or village and its environs. It consists of one or more Central Offices together with the associated plant used in furnishing communications service within that area.
- Expedite Charge
- Applies when a Customer requests a standard installation date to be advanced and AT&T consents to the expedited date.
- Extension Station
- Station associated with AT&T Toll-Free Service and AT&T WATS, not a Main Station.
F
- Full-Time
- Any service furnished 24 hours per day on a monthly or multi-year term and at a fixed rate.
- Function Connection
- A private line service component which connects, at an AT&T Central Office, an office function to channels and other AT&T Services, an Inter Office Channel (IOC) to other AT&T Services, and an AT&T Service to other AT&T Services.
G
- Gateway
- An AT&T Central Office from which AT&T-provided Overseas or Off-Shore Channels are furnished.
- Global Point-of-Presence
- The overseas physical point of access to the Overseas Cable Digital Channel for the AT&T End-to-End International Private Line Service.
H
- Home NPA
- The Numbering Plan Area (NPA) within which Customer has obtained a Custom 800 Service.
- Home Rate State
- The area for which interstate rates apply including: AT&T 800 Service-Domestic, (for ordering purposes only), AT&T 800 Service-Canada and AT&T WATS. This area consists of either an entire or partial geographical state, the boundaries for which consist of one or more Numbering Plan Areas.
- Hourly Charge
- When charges are listed on a per hour basis, the charge applies to each 60 minute period, or fraction thereof that service is furnished. When charges are listed on a half-hour or quarter-hour basis, the charge applies to each 30 minute or 15 minute period respectively, or fraction thereof. The charge starts at the effective start time ordered by the Customer and applies until the end of the service period. No additional charge will be made for an unplanned runover not exceeding five minutes. Hourly charges will be billed after the service or component has been furnished.
- Hunting Arrangements
- A grouping of access lines associated with AT&T 800 Service arranged for the completion of a given call or arranged for overflow to or from another access line or group of access lines.
I
- Incomplete Call Attempt
- Calls that are not completed (e.g., a busy signal or ring no answer returned to the calling party) due to insufficient answering capability and/or, for AT&T MultiQuest HIGH CAPACITY Service, calls that are attempted after the specified time period.
- Independent Company
- A Local Exchange Company which is not a former Bell Operating Company.
- Information Indicator (II) Digits
- As used with INFO-2, the II Digits, as described in Integrated Services Digital Network (ISDN) specifications, define the origination of a call (e.g. coin or non-coin, hotel, cellular, special operator handled: coinless, prison, etc.).
- Installation Charge
- Fixed per unit charge which may apply when certain service components are furnished.
- Integrated Services Digital Network (ISDN)
- A network capability that will facilitate end-to-end digital connectivity, to support a wide variety of services to which users have access on an integrated basis, via a limited set of standard Customer interfaces, and which incorporates a D-Channel for signaling.
- INTELSAT
- The International Telecommunications Satellite Organization.
- Inter-Bridge Channel
- A Voice Grade Local Channel Service component which provides a communications path between two Local Exchange Company bridges located in the same Local Access and Transport Area (LATA).
- Interface
- The electrical and physical means by which a connection is made at the station.
- Interim Program Summary
- A list of eligible Customer Equipment that may be connected to an AT&T-provided 1.544 Mbps circuit or service.
- Intermodulation Distortion
- A measure of the nonlinearity of a channel. It is measured using 4 tones, and evaluating the ratios (in dBs) of the transmitted composite 4-tone signal power to the second-order products of the tones (R2), and the third-order products of the tones (R3).
- International Dial
- That class of service which is available on a Dial Station basis to certain specified overseas points. International Dial is similar to Dial Station service in that the calling party dials the international number and completes the call without the assistance of an AT&T operator (See also Dial Station).
- Inter Office Channel (IOC)
- A private line service component which connects an AT&T Central Office to another AT&T Central Office or point of connection. An IOC may be provided between LATAs or within a LATA.
- Interstate Communications
- Denotes both interstate and foreign communications.
- Isochronous
- Timing that is derived from the signal carrying the data (i.e., no timing or clock lead is provided at the interface).
K
- Ku-Band
- The 11.7 GHz to 12.2 GHz (downlink) and 14.0 GHz to 14.5 GHz (uplink) satellite bandwidth frequencies.
L
- Local Access and Transport Area (LATA)
- A geographic area established for the provision and administration of communications service. It encompasses one or more designated exchanges which are grouped to serve common social, economic and other purposes.
- Local Area Network (LAN)
- A network of interconnected communications devices that share resources within a local area.
- Local Channel
- A Private Line Local Channel Service component which provides a communications path between (1) an AT&T Central Office and a Customer's Premises or (2) two Customer’s Premises.
- Local Exchange Company (LEC)
- An entity which furnishes "exchange access", meaning the offering of access to telephone exchange services or facilities for the purpose of the origination or termination of telephone toll services.
- Local Service Management System (LSMS/Toll-Free)
- The main administrative support system of toll-free Data Base Service. It is used to create and update Customer toll-free service records that are then downloaded to Service Control Points (SCPs)for handling Customer's toll-free service calls and to Local Service Management Systems (LSMSs) for subsequent downloading to SCPs. The system is also used by Resp Orgs to reserve and assign Toll-Free numbers.
- Location
- For the purpose of the Location and Service Specific Term Plan, a location is defined as each billing account at a Customer's premises for AT&T READYLINE Toll-Free. For AT&T MEGACOM Toll-Free Service, location is defined as a billing account.
- Location Customer
- As used with the SDN Location Account Billing Option, a Location Customer is a Customer of AT&T, is responsible for payment of charges for services furnished to that Location Customer, and must comply with all other terms and conditions that are applicable to AT&T Customers, except as otherwise specified.
- Local Exchange Service Access Line
- A common line that connects a Customer premises to an AT&T switched service via the Local Exchange Company’s public switched network.
- Logical Channel
- A logical association as described in CCITT recommendation X.25 and a conceptual grouping of individual data packets which is recognized by the Customer's Equipment and the Private Packet Network Service switch. A logical channel is not a physical transmission path.
M
- Main Billed Account
- The account associated with a Customer's service to which LDMTS charges are billed. Such an account may include one or more local or foreign exchange telephone number(s).
- Mainland
- The 48 contiguous states and the District of Columbia.
- Main Station
- The station associated with AT&T 800 Service and AT&T WATS and designated by the Customer as the Main location.
- Minimum Average Time Requirement (MATR)
- A specified period of time, used in the determination of usage charges, which represents the minimum average duration of calls completed during a billing period. The MATR for each service is specified in the AT&T Business Service Guide.
- Mobile Earth Station (MES)
- Any land or sea location which transmits and receives signals to and from orbiting satellites.
- Mobile Identification Number
- The telephone number associated with a cellular mobile telephone.
- Monthly Charge
- Flat charge applies for each month in which service is furnished and is prorated for a fractional month of service. Monthly charges start on the day after the service is installed. Charges accrue through and include the day that service is discontinued. Monthly charges are billed in advance, except where prohibited by law. When the billing date and the date that the service is started, changed, or discontinued do not coincide, the charges will be adjusted to reflect the fractional part of the month involved. For billing purposes, each month is considered to have 30 days.
- Move
- A change in physical location of WATS when made at the request of the Customer.
- Move Charge
- Applies when there is a physical change in the location of WATS at the request of the Customer. A move normally involves an interruption of WATS for the period required to complete the move. No credit allowance for interruption will be granted for that period.
- Multifrequency Pulsing
- An inband interoffice address signaling method in which ten decimal digits and five auxiliary signals are each represented by selecting two frequencies out of a group consisting of: 700, 900, 1100, 1300, 1500, and 1700 Hz.
- Multiline Terminating System
- Customer premises switching equipment or key telephone type systems which terminate more than one local exchange service line, access line, Toll-Free Service, Private Line local channel service or Customer-provided communications system.
- Multipoint
- A private line service directly connecting three or more AT&T Central Offices.
- Multipoint Local Channel Service
- A service which connects three or more points on a direct electrical basis via a Local Exchange Company bridge(s).
- Multipoint Service
- A service which connects three or more stations on a non-switched basis.
N
- Network Interface
- The point of demarcation on the end user's premises at which the access supplier's responsibility for the provision of access ends.
- Network Specific Facilities Field
- As used with SDN or SDS, the field of the setup message that defines which network facilities are being invoked to transport a call.
- Nonrecurring Charges
- A nonrecurring charge applies for an activity, such as an installation, a move or a change ordered by the Customer. A nonrecurring charge applies for each activity performed by AT&T. The charge may differ according to the activity involved. In addition, other charges for specific functions (e.g., Maintenance of Service) as stated in the AT&T Business Service Guide are applied on a nonrecurring basis. Other nonrecurring charges are described in the applicable service sections within the AT&T Business Service Guide.
- NPA-NXX
- The first six digits of a telephone number consisting of the Numbering Plan Area (NPA) and the Central Office Code (NXX).
O
- Octet
- An eight-bit byte. A byte is a small group of data bits handled as a unit.
- Office Connection
- A private line service component which interconnects channels and other service components at an AT&T Central Office.
- Office Function
- A private line service component located and furnished at an AT&T Central Office to perform channel derivation, switching, conversion, transfer or conferencing functions.
- Off-Network Call
- A call between an AT&T SDN OneNet provision customer location and a location that is not provisioned as part of that same customer's AT&T SDN OneNet service.
- On-Network Call
- A call between two AT&T SDN OneNet provisioned locations belonging to the same customer.
- Operator Station
- A class of service which requires the assistance of an AT&T operator to complete the call.
- Operator Dialed Calling Card Station
- When (1) the Customer dials the appropriate AT&T access code (e.g. 00, or 10288), does not enter the called number, and is transferred to an AT&T operator or the automated operator system, and the completed call is billed to a Calling Card; or (2) the Customer dials an AT&T designated number for completion of Customer Dialed Calling Card Calls, but fails to respond to system prompts and must be transferred to an AT&T Operator, and the completed call is billed to a Calling Card.
P
- Pacific Ocean Region
- All points served by INTELSAT satellites positioned in geostationary orbit over the Pacific Ocean.
- Packet
- A block of Customer data in a defined format. A packet may be comprised of from one to 256 octets.
- Part-Time
- Any service furnished for a service period of less than one-month.
- Permanent Virtual Circuit Capability
- Provides the same functions as virtual call capability, except call set-up and clearing procedures are eliminated. Permanent Virtual Circuit Capability is established in the packet switch.
- Per Minute Charge
- Applies for each minute or fraction thereof that a private line service is furnished, unless otherwise stated in the Section applicable to a given private line service.
- The charge starts at the effective start time ordered by the Customer and continues until the end of the service period specified on the order. Per minute charges will be billed after the private line service has been furnished.
- Person-to-Person
- Service for which the person originating the call specifies to the AT&T operator a particular person, mobile station, department, extension, or office to be reached.
- Point of Connection
- A rate center where a private line service may be connected with services provided by others to Alaska, or international services of others.
- Point of Interface
- The point of demarcation between AT&T and an access supplier. This point, located at an AT&T Central Office, establishes the technical interface, the test point, and the point of division of operational responsibility.
- Pricing Central Office
- The AT&T Central Office for a particular category of Private Line local channel service which is nearest to the Customer's premises (measured using the serving wire center of the Customer's Premises and the serving wire center of the AT&T Central Office).
- Private Line Service
- (1) the Inter Office Channel(s) and office connection(s), central office connections, station connections, channel option(s) and access to a Customer as a unit uninterrupted by an office function(s), (2) an office function or (3) a Central Office connection or an office connection.
- Public/Semi-Public Telephone
- Coin operated or coinless telephones which are generally available for public use in the United States, Puerto Rico and the U.S. Virgin Islands. These telephones can be owned by local telephone companies, interexchange carriers and/or private Customers. Calls from coinless telephones must use an alternate billing method such as calling card, commercial credit card, third number or collect.
R
- Rate Center
- A specified geographical location used for determining mileage measurements.
- Rate Center Area
- The area which encompasses the territories identified by the Central Office codes that are assigned to a rate center.
- Real Time Rated-Operator Station/Person-to-Person
- Real Time Rated rates apply to calls for which AT&T furnishes time and/or charges. Different rates apply when Real Time Rated calls are billed to an AT&T Calling Card/891 card.
- Record Change Only Charge
- Applies when AT&T records are changed at the Customer's request. A record change includes:

- a transfer or assignment of the service to another Customer, or
- a change in the 800 Number listing at the National Directory Center, or
- a change in the number of access lines in a service group associated with AT&T WATS when no other nonrecurring charges apply.
- Recurring Charges
- Charges incurred on a monthly or per unit of use basis, as specified for each Offer.
- Regional Access Port
- A Frame Relay Port which provides connection capabilities to other Frame Relay Ports. Regional Access Ports are available under AT&T state tariffs.
- Regional PVC
- A Permanent Virtual Circuit between two Regional Access Ports, or between a Regional Access Port and a Domestic Port located within the same LATA, or between a Regional Access Port and a Global Port located within the same LATA. Regional PVCs are available under AT&T state tariffs.
- Responsible Organization (Resp Org)
- The entity that has responsibility for the management of Toll-Free numbers in the Local Service Management System (LSMS), including maintaining Customer records in the LSMS system. Also, the entity which accesses the LSMS/Toll-Free to: (a) search for and reserve Toll-Free numbers; and (b) create and maintain Toll-Free number Customer records, including call processing records.
- Ringing
- An alternating or pulsating current intended to produce an audible or visible alerting signal.
- Routing Telephone Number
- A telephone number used by the AT&T Network to route a call to the proper destination. The routing telephone number locates the terminating 4ESS and the internal software routing mechanism contained in the 4ESS.
S
- Secondary Channel
- A second, totally independent, lower speed channel operating in parallel with the primary channel of a Type 1 Digital Data Local Channel.
- Segment
- A unit of data with a maximum length of 64 octets.
- Service Area Capability
- The Service Area Capability allows a Customer to subscribe to AT&T 800 Service-Mexico from a given service area(s) in Mexico.
- Service Assurance Test (SAT) Completion Date
- The date that AT&T notifies the Customer that all installation and service assurance testing of the ACCU-Ring Network Access Service is completed.
- Service Control Point (SCP)
- The real-time data base system in the 800 Data Base Service network that contains instructions on how Customers wish their calls to be routed, terminated or otherwise processed.
- Service Date
- The date that billing starts for a service, port or component.
- Service Function
- An arrangement which improves the quality or utility of AT&T Satellite Service to meet specific communications requirements.
- Service Group
- As used in connection with AT&T WATS denotes the arrangement of one or more access lines as designated by the Customer, for the same service area, terminated at the same premises.
- Service Ordering Charge
- Applies for receiving, recording and processing Customer information relating to an order for the installation, move, conversion or record change. Service Ordering Charges vary according to the type of activity involved. When an order contains more than one activity, the highest Service Ordering Charge will apply.
- Service Period
- The period of time during which AT&T furnishes a service. It encompasses the consecutive period from the start of service to the end of service.
- Serving Wire Center
- The wire center from which the Customer's premises or AT&T Central Office would normally obtain dial tone from the Local Exchange Company.
- Serving Wire Center Area
- The territory encompassed by a Serving Wire Center.
- Signal-to-C-Notched Noise Ratio
- The ratio in dB of a tone signal to the corresponding C-Notched Noise.
- Software Function
- A capability that is available on each port which can be changed at the request of the Customer.
- SONET
- Synchronous Optical Network (SONET) is a high speed network service with transmission rates ranging from 51.84 Mbps to 2.4 Gbps. The transmission rate for ACCUNET SONET T155 Service is 155 Mbps. This is equivalent to 3 DS3s, 84 DS1s or 2,016 DS0s.
- Special Access Line
- A dedicated communication path that connects a Customer premises to an AT&T switched service using services obtained from AT&T’s Private Line Services and/or Private Line Local Channel Services, or access obtained from others.
- Special Access Surcharge
- A charge imposed in accordance with Section 69.115 of the F.C.C.'s Rules and Regulations plus a Message Station Equipment Recovery Charge.
- Station
- Any location from which (1) LDMTS or Switched Digital Service calls can be placed and/or received or (2) AT&T Satellite Service is originated or terminated.
- Surcharge
- A charge imposed in accordance with Section 69.115 of the F.C.C.'s Rules and Regulations plus the Local Exchange Company's Message Station Equipment Recovery Charge.
- Switched Access Line
- A transmission path that connects a Customer premises to one of AT&T’s Switched Digital Services using (1) a Local Exchange Company digital access line between the Customer's premises and the Local Exchange Company's Central Office and (2) a common user digital transmission path between the Local Exchange Company's Central Office and AT&T’s Switched Digital Service Central Office.
- Switched Digital Service (SDS)
- Permits the switching and transmission of communications between designated cities or between a designated city and a foreign location. The services are comprised of common user networks between (1) designated AT&T Central Offices in those cities, (2) a designated AT&T Central Office and an overseas location, or (3) a designated AT&T Central Office and (a) a point of connection at or near the Unites States-Canadian Border, (b) a point in Canada or (c) a point of connection for service with Mexico or (4) a designated AT&T Central Office and a point in Hawaii or Puerto Rico. An access line is required between each Customer's premises and the SDS central office.
- Switching Equipment
- Equipment which performs the function of establishing and releasing connections on a per call basis between stations, telecommunications services, or communications systems.
T
- Technical Specifications Package
- A combination of the various technical specifications associated with a Voice Grade Local Channel Service. Each package is designed to satisfy specific Customer applications (e.g., voice, data,telephoto, etc.).
- Telecommunications Administration (foreign)
- A public or private company or agency authorized to provide telecommunications service in foreign countries.
- Telecommunications Network
- The AT&T Network.
- Telecommunications Relay Service (TRS)
- An arrangement which permits persons with hearing and/or speech disabilities who use a Text Telephone (TT) or its equivalent, to communicate with hearing persons who use an ordinary telephone. An AT&T Communications Assistant provides translation assistance between voice and text and vice-versa.
- Temporary Signaling Connection - (TSC) Option
- A virtual connection using the D-Channel providing the transport of user information messages, transparently through the network between two Customer premises arranged with ISDN Primary Rate Interface.
- Term Plan
- A service arrangement under which the Customer makes minimum term and/or revenue commitments for AT&T Services.
- Terminal Equipment
- Any telecommunications equipment other than a multiline terminating system, or communications system connected to LDMTS, Private Line Local Channel Service or AT&T Satellite Service at a Customer's or User's premises.
- Text Telephone (TT)
- A machine that employs graphic communication in the transmission of coded signals through a communication system.
- Third Number Billing
- An optional billing procedure that permits the charges for an LDMTS call to be billed to a number that is different from the calling number or the called number.
- Charges to be billed to a third number are subject to verification by AT&T that they will be accepted at the third number, prior to completion of the call. Other efforts may be undertaken subsequently by AT&T, as necessary, to determine responsibility for payment of such calls. Third Number Billed Calls are not permitted to be billed to stations located in CNMI or Guam.
- Two-Point Local Channel Service
- A service which consists of a single local channel.
- Two-Point Service
- A service which connects two stations.
U
- US
- The fifty United States, the District of Columbia, Puerto Rico, the US Virgin Islands, Guam, CNMI and American Samoa.
- Usage Charge
- Usage charges are stated as a function of, and vary with, use (e.g., per connection or per unit of time). Usage charges apply for the period that service is furnished. Usage charges are billed in arrears.
- User
- Anyone who uses or accesses any service purchased by the Customer.
V
- Value Added Networks
- Data networks furnished by on-line service providers for personal computer users to access a variety of information and computer services.
- Virtual Call Capability
- Provides set-up and clearing on a per call basis. Each call placed appears to have a dedicated connection for the duration of the call.
W
- WATS State
- A geographic state or the designated portion of a geographic state which is located in a defined service area developed for a home rate state. This term includes the commonwealth of Puerto Rico and the U.S. Virgin Islands.
- Window Size
- The maximum number of data packets that can be transmitted without additional authorization from the receiver.
- Wire Center
- A Local Exchange Company building in which one or more Central Offices, used for provision of local exchange service, are located.
Z
- Zoned City
- A unit established by a Local Exchange Company for the administration of communications within an area that usually encompasses a city. Each zoned city will be assigned a V & H coordinate designated as the "Master Zone". In addition, the zoned city will be subdivided into two or more city zones that will be assigned V & H coordinates. The following cities are classified as zoned cities: Chicago, Illinois; Danville, Freemont-Newark, Los Angeles, Oakland, Pasadena, and San Francisco, California; Minneapolis and St. Paul, Minnesota; Milwaukee, Wisconsin; New York, New York; and Philadelphia and Pittsburgh, Pennsylvania.
